泼水狂欢暨国际观鸟节丨第五届盈江国际观鸟节暨中国犀鸟谷Big day观鸟挑战赛招募公告

大自然的生命力是顽强而厚重的，历经了百年的开发，依旧还存留着丰富的自然宝藏。云豹穿梭雨林，犀鸟生生不息。由中共盈江县委、盈江县人民政府主办，中共盈江县委宣传部、盈江县融媒体中心、盈江县文化和旅游局、盈江县观鸟协会等承办，昆明市朱雀鸟类研究所（朱雀会）、爱鸟国际等支持的第五届盈江国际观鸟节暨中国犀鸟谷Big day观鸟挑战赛，期待您的参与。

一、活动时间

2023年4月30日至5月2日

二、主要活动内容

本届观鸟节分为体验泼水狂欢节系列活动、中国犀鸟谷Big day观鸟挑战赛、摊位展示和犀鸟论坛4个环节。

（一）报到并体验泼水狂欢节系列活动。4月30日全天参加采花活动、竖“赏建”活动、民族团结宴、司机和分配队伍见面会、迎宾文艺晚会及第五届盈江国际观鸟节开幕等活动；

（二）中国犀鸟谷Big day观鸟挑战赛。每支参赛队伍（人数上限三人）提交5月1日00:00至24:00二十四个小时内在盈江县范围内观察到的鸟类记录，不限制观鸟路线，观鸟比赛设置3个奖项，分别为：优胜奖3名（记录鸟种数量最多的三支队伍）、至尊鸟种奖1名（记录到最罕见鸟种）和若干新记录奖（记录到盈江鸟类名录之外的鸟种）；

（三）摊位展示。4月30日至5月2日三天，展示时间，全天，每个机构拥有一个展台用于展品展示，展品可包括机构宣传材料、观鸟纪念品等，展品需尽量贴近观鸟和生物多样性保护主题；

（四）第二届犀鸟论坛。5月2日13:00-18:00，邀请领导、嘉宾及参加观鸟比赛的选手围绕主题发言。

During the event, China · Yingjiang 2023 Dai Deang Nationality Water Splashing Carnival will also be held. It is expected that nearly 100,000 tourists at home and abroad will participate in the event. 一.Activity Time

April 30th 2023 -  May 2nd 2023

二.Major activity content 

The Bird Watching Festival is divided into four parts: experience water-splashing Carnival series, China Hornbill Valley Big Day Bird Watching Challenge, booth display and Hornbill Forum.

（一） Registeration and Experience of the carnival activities series. On April 30th,  all people attend flower-picking and "appreciation" activities,then there is a ethnic unity banquet, where drivers and each team will meet . In the evening  there is a welcoming performance and the opening of the 5th Yingjiang International Bird Watching Festival and other activities.

（二）.China Hornbill Valley Big Day Bird watching Challenge. Each team (no more than three persons) submites bird watching records made on May 1, 00:00 to 24:00 24 hours in Yingjang County.The competition sets up three awards: Excellence Prize to three winners who have recorded  the largest number of species of birds,  Supreme Prize to the winner who has recorded the birds of the most rare-seen species, and New Record Prize to those who have recorded the species beyond Yingjiang Bird List.

(三）.Booth Display from April 30th to May 2nd. Each organization has a booth for exhibits whick involve advertising stuff ,bird watching souvenirs, etc. Exhibits should be  around the theme of bird watching and biodiversity conservation.

（四）. The 2nd Hornbill Forum. From 13:00 to 18:00 on May 2nd, leaders, guests and participants in the bird-watching competition will be invited to make speaches.

三. Schedule and Arrangement.

（一） Schedule of the 5th Yingjiang International Bird Watching Festival and China Hornbill Valley Big day Bird Watching Challenge

Registering and getting bird-watching material and then taking part in watersplashing activity

Handing out food for May 1st. Vehicles and drivers arrangement .Explaining the way to submit birdwatching record materials and matters needing attention 

Each organization exhibiting the work and the products .Participants attend by themselves .

Wearing competition uniform, getting seated according to the arrangement by the committee

Recording the species of the birds within twenty-four hours and then upload the data to the specific APP Before the deadline at 24:00. Lunch and dinner will be provided by the committee .If some people want more food  they need to prepare by themselves.

Discussing and deciding awards: Excellence Prize to three winners who have recorded  the largest number of species of birds,  Supreme Prize to the winner who has recorded the birds of the most rare-seen species,and New Record Prize to those who have recorded the species beyond Yingjiang Bird List.Analyzing the data from the birdwatching activity.

Exhibiting the achievement and products of bird-watching bird-protection 

 and  bird-nursing.

The forum devides into two stages.The theme of the first stage : Let's help the biodiversity protection .The theme of the second stage is: How to make the title"The Number 1 County in bird resources in China " well-known to theworld, how to promote the culture of Hornbill bird in Yingjiang ，and how to develop the bird-watching and bird-studying industry healthily.

Performance and awards presentation ceremony . Each team is supposed to provide an article with pictures or videoes about this activity, some of these articles pictures and videoes can be issued by media.

(二）Schedule of the second Hornbill Forum 

1.Leaders from Yingjiang Goververnment deliver speaches.

2.Special guests make speaches for no more than 20 minutes each.

3.Awarding certificates of hornor to Yingjiang County Image and Promotion Envoy.4. Release and publicize data and results of festival and the challenge activity.

5.The assignment of stratigic cooperation agreement between Propaganda Department of the Yingjiang County Party Committee and related organizations .

1.Speaches by representatives from bird-watching competitors.

2. Speaches by leaders from governments of different levels .

3. Spesches by distinguished guests.

四. Enrollment and requirements 

（一)  there are 15 teams for this bird-watching festival, with 3 members in each team. From the release of this announcement to 24:00 on April 15,2023, we will inform the applicants by email within 1 working day after the end of the registration. There is no registration charge for the 15 selected teams to the bird watching festival.

(二) Groups that are not selected for the 15 invited teams can participate in the bird watching Festival at their own expense, and contact the organizing committee to submit valid data, which will be included in the results of the bird watching Challenge.

(三) Groups who intend to participate in the booth exhibition of this bird-watching Festival but are not selected for the 15 invited places can participate at their own expense and contact the organizing committee, which can provide the exhibition booth free of charge.

(四) During this period of activity, if you and your family want to experience the bird watching Festival series activities or bird watching in Yingjiang, you can sign up for a group with Hengya Travel Agency and attend at your own expense.
